Sending passport request from outside country of residence

is it possible to mail passport for stamping coming from outside country of residence and send it back to same location?

For example:

When I applied for a visa, I indicated Saudi Arabia as country of residence. While waiting for approval and eventually received passport request, I was already in the Philippines. Can I send my passport to KSA Canadian embassy for stamping and send it back my Philippines address provided I included a prepaid return service from Fedex?

Yes you can, as long as there are no rules about mailing your national passport. I know you can't mail an Indian passport
