Sending Invitation letter for visa to visit Canada during this Covid time

Hello,
I am asked to send my cousin an invitation letter so that they can apply for a visitor visa to Canada from us.
As I'm on the work permit and experiencing these covid restrictions in Ontario is it a good thing to send them the invitation letter?? and if anybody had come across this situation, please help me with this scenario.

Your cousin can apply for a visitor visa but will not be authorized to travel because your cousin is not an immediate or extended family member under current rules. Depending where your cousin lives, it will take months to process.
