In order to get my application filed in good time for (hopefully) an AOR and processing time for a BOWP before my Closed-TWP runs out, I sent it in.

However, it was missing a reference letter from my previous employer. I asked, but they have still not got back to me. I included contract, job description (very detailed), ROE showing way more hours than needed just on that employer. I also included a signed offer letter of the job, all on letterheaded etc.

The job description was also extremely in depth, partially as I was using it to get LMO exempt work permits. Therefore CIC have previously accepted the NOC code and job history etc.

Providing I get the missing letter, is it worth sending in? If so how, as I do not yet have an application number?

Thoughts on CIC asking me for more info before any rejection?

Since you have already sent in the application all you can do is wait. You will not be able to send on additional documents without getting your AOR email. Hope you had written a cover letter explaining the delay in getting your reference letter.
