what's the best way send secure documents to the Philippines, without them being stolen? such as copy of birth certificate, copy of passport etc...
I have to send some of these things to my wife there but I'm concerned about them being stolen.

+1. I send all important papers to the Philippines using courier services like FedEx or DHL. It gets there in 3 or 4 days. I don't trust Philpost as I sent a regular letter once that never got through. Looks like some are interested in it when its coming from abroad.
Don't expect any lower price than 80$ CAD for sending an envelope or fedexpak from Canada using those services.
You can get a quote online, DHL is a little bit cheaper than Fedex.
You are sending in Metro Manila area or province?
 
sending to Cebu, but with revenue Canada tax form, passport photocopy etc.. just concerned with ID fraud with stolen papers. Not to concerned with cost of courier as long as it arrives safely and all documents are there

Cebu is metropolitan area so you should not have any problems. Go with courier services, online tracking is awesome, you can literally follow your package from airport-to-airport as it gets there.
