We addressed all concerns, which is why we believe we deserve a chance for the documents to be reviewed by an officer rather than Chinook 3.

With only three weeks of vacation available, he plans to ensure his mother isn’t alone during their trip to Canada. Their previous plans were disrupted by a visa rejection, which prevented her from traveling. Although his mother’s visa expired, they have since obtained a new one.

He also manages a family hotel business that requires his attention on weekends and holidays. We have provided a strong letter of explanation, emphasizing the importance of being in Canada for his niece's birthday on October 9.

These reasons warrant another review of his case. or at least have this chance to try again.

Did you try reconsideration before going to court? If you can give the reason why it was rejected as per gcms notes, we can better understand but I think you should reapply with strong letter of explanation explaining about refusals and their concerns mentioned in rejection letter.

There has to be an error for reconsideration you can’t add additional information.

Attending a child’s birthday party is not typically viewed as a good reason for travel especially if not a momentous birthday. Accompanying the mother weakens his own application. It creates more ties to Canada.
