Send passport to consulate outside of US

I am an international student in US and plan to go to Canada this summer for a summer research. I applied for the TRV in April 22 in US and am still waiting for original passport request now. As I need to go back to my home country next week, I may not be able to stay in US waiting for the passport request. So my question is that am I eligible to send my passport to the consulate in my home country instead of in NYC or LA when I receive the passport request message?

I dont think you are... I was on a similar situation and I just did my trip and sent my passport the next day I got back

Thanks! Where do you plan to send your passport and how long do you expect to get your passport back? It seems that NYC processes much more slowly than LA.
