you must pay the application fee before sending the documents as you are requires to attach the payment receipt with the package.
Biometrics fees and RPRF are not compulsory at the first stage but we (people here) generally would recommend paying biometrics fees along as you will have to do it regardless.
For RPRF you can wait till a later stage if you wish.

Employment and Social Development Canada (ESDC) provides a full list of qualifying activities for self-employed persons.

- creative and performing artists,
- musicians,
- painters,
- sculptors and other visual artists,
- technical support and other jobs in motion pictures,
- creative designers and
- craftspeople.
