Selection criteria for ITA, not CRS?

Dear All,
I want to understand the basic selection criteria for ITA (invitation to apply). I was under impression that CRS (comprehensive ranking system) is deciding criteria for getting ITA but I have seen among my friends circle that person having CRS 341 has got ITA and person with CRS 392 has not, in same draw. What's the logic that works on getting ITA?

He could have applied under provincial nomination program. Provinces reserve the right to select the candidates regardless of low CRS score if the occupation is in demand list.

The latest draw was on 9th August, CRS cutoff was 433. You will receive an ITA based on this cutoff score. If you score was 433 or higher, you would have received an ITA in that draw.
