Oo another thing, do you think his wife can come to the US and return to Canada with him while awaiting for their PR approval? Last time I heard, if you have a family member there they can accompany you and cross the border with you by showing proof of family relationship.
I wonder is that easy as it sounds.

I don’t get it. The issue is that will they let him in to claim the refugee status while his spousal sponsorship is in process?

Their lawyer said once he’s allowed to come in Canada they will ask to process his Outland application inland instead. Although he entered as a refugee.
You can't change an outland application to inland without applying all over again. You can have an outland sponsorship while in Canada.

Would discourage filing false asylum claims. Nobody in any government agency views filing an unnecessary and potential even fake asylum claim when your have a sponsorship application in process in a positive light.

Does the spouse come from a visa exempt country or need a TRV to enter Canada. The spouse should be attempting to enter Canada as a visitor or wait until their sponsorship is approved which should happen relatively soon. Is her life at risk where she lives at the moment?

He definitely needs a visa. He’s the one who can really tell if his life is at risk.
