security Background in progress for the second time

I am an outlander from pakistan and I am not sure what visa office is dealing my application. Either its London, Ottawa or Abu Dhabi. I have read that applicants with job offers are processed in Ottawa either they are inlander or outlander. I am really worried, don't know how long this will stay in progress before PPR as I have read that when security background goes in progress for the second time, its PPR time.

I want to ask you about my case. This is my timeline. Do you have any idea what's going on with my application?
ITA: 9 March.
AOR 24 April
Meds passed: 25 April
BG: in progress 27 April
BG: not needed at this time 28 April
Nothing after that.
BG: in progress 22 June and still the same.

I am.a FSW with a LMIA, outlander.
