Second time apply , changing Instituion !!

Refused first time for not showing enough funds.
Should i apply in a university this time and show some more funds ?
Cause first time i applied in a college for advamce diploma.

Secondary level 85% 2012
Higher secondary 70% 2014
IELTS 6

Seneca college with a help of a consultant :| he told me university or college doesnt matter
