As suspected, the one's looking at the new ministerial instructions are not in the ET time zone, most likely europe or asia timezone. I copied the website and pasted into an asian proxy server and it shows the updated instructions which others are posting. We should be seeing the updated instructions when it hits 12:00 AM ET.
