Can a person with single entry TRV enter US specifically Hawaii then go back to Canada provided the person is still within the allowed stay in Canada?

This should be ok as long as you have a Valid US Visa.

Single-entry temporary resident visa

If you have a single-entry temporary resident visa, you will generally need a new single-entry visa to come back to Canada.

You can request to return to Canada on your original single-entry temporary resident visa, if:
you will only visit the U.S. or St. Pierre and Miquelon; and
you will return to Canada before the end of your approved stay in Canada.

You are leaving Canada I don't think that you will be allowed back in because you will not have a visa for entry.

So I'm confused...

Where do you ask for the request to allow you back in w your existing visitors record as long as not expired?

Or do you just leave Canada and come back before the date on visitors record? And it's automatically valid to just show the latest visitors record when coming back in to Canada as long as your travel was to anywhere in the USA and within the visitors record deadline?

1. So you are less confused, here is the applicable Immigration Regulation

(3) A foreign national is exempt from
the requirement to obtain a temporary resident
visa if they are seeking to enter and
remain in Canada solely

(f)to re-enter Canada following a visit
solely to the United States or St. Pierre
and Miquelon, if they
(i) held a study permit or a work permit
that was issued before they left
Canada on such a visit or were authorized
to enter and remain in Canada as
a temporary resident, and
(ii) return to Canada by the end of the
period initially authorized for their
stay or any extension to it;

Where do I ask for the request? Is it before I leave Canada? Is it when I come back?

1. There is no request. You just go and return with your valid visitor/work/study status.
2. Those are the regulations. Google is your friend, google Canada Immigration Regulations.
