Did anyone's primary and secondary office change ?

Primary Office : CPC-Edmonton
Secondary Office : CPC-Ottawa

TO

Saw and compared recent GCMS notes of few SDS applicants who received AIP in India and all had the same reason cited as "workload distribution" and "covid-19 response" dated November 2020 . Some load has been distributed to NDVO, does that mean they will receive OPR from NDVO ? Guess and hope so.

Yes, mine has changed like you said exactly.
Even the reason for it is "Work load re-distribution" in my case.

Also, I feel NDVO might refer to New Delhi Visa Officer. Maybe not sure tho.

Yeah, I also received it via email on 4th September no uodate in the gckey yet.

I talked with SDS applicants from other countries, their files are still in Edmonton. Only Indian files are directed into that pattern of office change, I am not sure whether the OPR will be sent from Ottawa or New Delhi Visa Office. My guess is NDVO, but so far the OPRs received are from Ottawa.
