nope....it's been like that for a month already .. never felt more desperate than now, impression is over the top. moreover, I sent 3 technical issues from the web page with screen saves etc - no reaction from cic, no reply, no comments. they say on the web page, fill this form, wait 5 business days and the PERSON will reply to you. said-done, sent the form with screens, ecplained the issues etc etc - 5 days passed and guess what, someone named Patricia sent me an email with autoreply! fking copy-paste from the web site. can't believe they can be that "useful", incredible

No score is showing and im not sure what i did wrong as the message says im NO LONGER eligible.
A fewthings im not sure i got right... could these be the reason for being ineligible?
*Biometrics - how i'm i to do that?
* I selected Quebec, is that wrong?
* Job Bank Profile- when should i create my profile, is it prior to EE application?

I've been trying today also - same result, moreover had to reload the cic page every 40 seconds because "the services are down, not available" etc. No idea what they are doing with their page that nothing is working. They will be doing a web page tech repair on 21st of august, let's hope they do somewhat useful for the users.
As to your doubts, all of them have absolutely nothing to do with what is going on, trust me, I've been doing this for quite a while now...
I also noticed one thing: when I go to my profile that was cancelled as incomplete (which means I passed through the pool and received invitation and submit all the papers previously), in the application profile my UCI number appears, and when I check the same for the "not eligible" profile, UCI number is empty, although I put it when answering all the questions. Now I truly believe it is the issue, our numbers are not connected, and that's why all the info we thoroughly put in the answers is not loading into the server (or somewhere else where it should be loaded).
what to do? not even cic knows but they'd better resolve the issue sooner than later.....

You will be asked for biometrics after getting ITA. Quebec is not part of the FSW. Job bank is for after you create a profile and is no longer mandatory.

Do not select ‘Quebec’ as the intended province to settle in. Quebec has its own immigration system, and Express entry is applicable for all provinces except Quebec.
