Score: 399... So lost

So I have created an Express entry profile with an IELTS band 8.0 and continuous work history of 4 years. I even have a 0XXX NOC But my score is 399.

I am so lost and my heart feels like it is sinking. There is no way I can further improve my score in any meaningful way. No employer will offer an LMIA job to a foreigner in my field (service industry) and all pnp programs seem to require a job offer.... Except maybe for Ontario which needs minimum score of 400 Manitoba needs a connection to province but I don't know anyone there.

I can't get an open work permit and all TFW visa also require job offer.

What should I do?

Having a certain NOC has nothing to do with your score. It's all a combination of age, education, IELTS and work experience. As you mentioned you have 4 yrs of work experience so you definitely will get maximum points in that aspect. Age is something you cannot change. Increase your IELTS score. It needs to be CLB 9 ( L8, R7, W7, S7) or CLB 10 (L8, R8, W7.5, S7.5) to get you the highest points. If you are married then make sure your wife gets her ECA and ielts...it will add substantial points to your score.
