Schools in Canada accept IELTS score less than 5.00

My friend is applying for Canadian Universities and she has an IELTS score of 4.5 out of 9. She wonders what are the Universities/College that might accept her?

She doesn't have enough money to spend on ESL schools, so that's not an option.

I don't think any will accept an IELTS score that low. I believe even 5.5 is too low.
