My Brother in law is expected to arrive on May 2021, All his paperworks including visa(student) / CAQ is ready as well.
Then earlier this week we found out that the school he will be attending has "closed down", unfortunately he has already paid for the full year (c$15,000)

my question.

will he be able "transfer" schools with no issues on the immigration side of things?
can he still enter canada and just enroll when he arrives?

Your brother in law will need a new study permit. He can’t transfer schools if he has never attended the first school.

But he won't be able to enter until he gets a new LOA and pay for semester correct?

Correct. He needs a new LOA, CAQ (if in Quebec) and apply for a study permit. He is starting all over again. Has he gotten his money back.

unfortunately no and we are just considering it's lost He alreadyd has CAQ does he need to get another one? he already has his Visa as well.

This must have been a private school. Go to a public school.

He needs a new CAQ and study permit as the school no longer exists. Don’t apply to a private Quebec college, most are scams.

He needs a new CAQ and also a new study permit. He basically needs to reapply from scratch. The visa he has now cannot be used to study at another school.
