Hello everyone. Does anyone here has a definitive resource about the use of confirmed (even ongoing) scholarships from Canadian Universities as a proof of fund?

The case is: received an ITA, not enough POF. The applicant however has a guaranteed, signed, and ongoing scholarship of 40K annually that he gets from the government of Ontario to complete his studies, some in form of taxable wage, some in form of non-taxable bursary. Can he argue the equivalence of that to a job offer? any resources or links to help him?

The answer would be a definitive no. A scholarship doesn't qualify as proof of funds. The funds have to be available at the time ITA is received and in the applicant's account. Funds to be received in the future (even if guaranteed) cannot be counted.

This certainly will not qualify as a job offer. A job offer requires an employer, work permit and typically an LMIA. So unfortunately it's a no on that front as well.
