I just applied shengen visa for Netherlands. It will take 2-3 weeks. I will update result here. Maybe it helps you.

No. You can just go to Germany with RTD no visa.

What country do you want to visit? You should be applying via that country if they require a visa.

Spain. But they need lots of documents attestation which i cant do coz of time.

If your plans are to visit Spain your best chances of approval is to apply through Spain. It is impossible to know how your application will be evaluated if you apply through the Netherlands with no plans of visiting the Netherlands.

Exactly, and on NL Visa application form they ask about Destination Country and if you intend to visit any other Schengen States. Provided you are Conventional Refugee, other Member States needs to be consulted that will extend normal processing time of 15days.

I got my shengen visa yesterday. It was not difficult to get it. It took almost 17 days to arrive.

Like many other countries proof of employment, savings and a home plus a good reason why you want to travel should be enough to secure a visa.
