Scheduled break

My University site says "Please note that in order to work off-campus, you must maintain full-time status prior to and subsequent to the scheduled breaks. Scheduled breaks can’t be more than 4 consecutive months or back to back scheduled breaks. Scheduled breaks shall not be more than 5 months during each calendar year."
Can anyone explain this and i have some doubts regarding work permit,it will be very helpful if you clear those aswell...TIA

You can only take breaks which are a part of the program i.e. everyone in your program goes on break at that time, you cant decide by yourself to take a semester off. If you take a semester of on your own then you are not eligible for PGWP and you cant work during that time off.
