1. There are many Canadian provinces like Nova Scotia and Saskatchewan nominates PNP applicants
without job offer so it is not mandatory to have job offer for PNP.
2. Yes Saskatchewan offers PNP nominations without Job offer but they have limited quota every year.

for this year, NO
but you can apply next year ... please prepare with IELTS score at-least 7 each band.
and most important don't rely on one option...
Please evaluate you qualification and skills and look available possibilities for your immigration.

Your Residence Permit profession is not very important.
you should be in same filed of work, I mean your job should be SW Developer.
Your work experience is more important than Residence Permit profession.

Normally, they ask for Experience Certificate from current employer or Job Agreement.
It is good if you have any of above document ... Chamber of commerce verified.
