Hi,

As i get to know that Saskatchewan Provincial Nominee Program is launched and taking without job offer. However i have tried to register at immigration.saskatchewan.ca but they says this program is now only valid if you are accepted in CIC express entry pool. Without job offer is reached for 2015 intake.

My overall ielts Band Score is 7 and got 5+ Year WE.

Can any one help whether the opportunity still exists?

If you are not an Express Entry Candidate, there is nothing you can do now.

But you can can wait for December 2015, to check if they are going to open
a new opportunity outside the Express Entry Pool.

Check in advance if your profession is in demand according with SINP.

To have a real opportunity to be nominated, your profession must not be Regulated in Saskatchewan.

Proof of funds, you must have in your account the sufficient money to cover you and your family
this money must be in your account as early as October 2015 (more previous time is better).
if you put the money in your account in December, your application is very likely to be refused.

go the SINP immigration site and download all the information related with the category without job offer professions in demand

good luck and don't be desperate since December is around the corner.
 
International Skilled Worker - Employment Offer Sub-Category

Eligibility:

1.You may qualify to apply under the SINP International Skilled Worker Category - Employment Offer Sub-Category if you live outside of Canada or you have proof of legal status in Canada, you are not a refugee claimant and you meet the following criteria:
2.You must score a minimum of 60 points out of 100 on the point assessment grid.
3.You must have a minimum of one-year work experience in the past ten years in your intended occupation.

what does intended mean? like, is it O,A,B NOC categories employment?

or

lets say, if its computer programmer employment offer I have, I should show experience in the same field. please answer.

At this moment SINP is only taking applications for sub category - express entry. In order to apply for that you must first register yourself in express entry, since you already have ielts score with you and work experience, you only need ECA if your education is outside Canada. Register to express entry , get express entry and job bank code, then finally apply to SINP. Good Luck!

SINP is accepting applications for ISW-employment offer category as well ! Refer to http://www.economy.gov.sk.ca/immigration/sinp-application-intake-thresholds.
