Saskatchewan PR with job letter

Hello everyone,
One of my friend told me that if I have job offer from company in Saskatchewan,I can get PNP in 8-9 month
Is that true..?
but he advice me that I have to send my application by post to main Canadian government instead of Saskatchewan government
Is that advisable to do so?

It is very difficult to get the job from India,majority Indian loyers wants you to register and pay some heavy fees for that and finally you have to waste your money and time.
Be aware for those, this is my personal advice.
Regarding your question, you have to apply first to province and than cic if you not get invitation directly from your ee profile.
