I would like to know details about close family member points, my sister-in-law's brother has been living in Saskatchewan for one year, but he got approved permanent resistance six months back only. is he eligible to sponsor me? Do I am eligible to claim points?

as a permanent resident/ citizen he must live in Saskatchewan for one year to claim points ..

You can submit the application with out PCC and can submit PCC later.
