But they haven't asked me for any licence....and yet it's still in progress since 6 December 2018

Did you submit your social worker's license from CASW? If yes, then your nomination is on its way, it takes longer for paper based applications.

Thanks alot but pls i still have something bothering me again. I just created another profile but this time, federal gave me profile number and at the same time sent a message that i wasnt eligible to apply through federal. I know 2 of my IELTS are band 5.5 which is below band 6 that's why I optioned for PNP route with the overall band 6 i had.

Should i notify SINP Of the new profile number? And if by God's Special Grace i get nominated, will CIC update it and change my status to eligible?

Wow, I don't think you understood this process before you started, you should have clarified from people that have done this before you.
I just hope this doesn't cause misrepresentation. Sinp will only send your nomination to the EE POOL if you are in the pool, you need job seeker code n ee profile number.
You were supposed to fill the form for sinp OID not sinp EE.
Put an email to them and explain yourself in a way that doesn't shoe misrepresentation before they send you a letter.

Hi i have one question regarding sinp settlement fund. According to the official website it says ,

"To determine whether Settlement funds are sufficient,the account must show when the account was at its lowest amount,it met the settlement requirements for the size of the household."

What does it mean?? Because my account went to zero balance also. Does it really matters?? Any expert can advise ?? Please
