I have managed to apply for SINP EE on 4th of January 2017.

My question is, can I start building a new profile using different e-mail to be ready to submit under OID once it opens again, just to enhance my chances to be chosen?

So is it a problem to have two active profiles for two different immigration programs at the same time?

Please explain better, I submitted application on 4th January, but my documents were not complete. So am currently creating another profile under OID, can I submit it if OID opens or should I wait for the outcome of the one I submitted? Note that the one I submitted is under express entry subcategory.

As such,you can apply again in OID.but you don't have
to create the another profile,you can apply from the existing one.good luck
