On what basis selection will be done for SINP?
I have 10 years of experience
IELTS score L6R5.5W5S6
Bachelor in mechanical engineering

You are not eligible for Express Entry.
You can apply for only SINP OID sub-category. (Non EE, No WES required, No Job offer required. )
Your occupation is in SINP demand list but it is regulated there. So, you have to apply for licensing and it will take about 1 year. You can still apply for SINP OID, but have to provide license before Nomination, only then you will get it. Everything is online and not very tough. Both process run parallel. Otherwise also, Nomination process takes 6-10 months. So, it is easily manageable.
Here is your NOC with licensing authority details.
2132 Mechanical engineers
Provide documentation from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) showing your Engineer-in-Training membership; or you have received an academic assessment result letter from APEGS indicating that you have been assigned Confirmatory Exams.

Is professional engineer exam and APEGS same ?
Can I start APEGS or Professional engineer exam and liecense from India ?
I am working in Reliance Worth experience, hope so it will be helpful .

It is clearly mentioned that the eligibility is 60 out of 100. And it is not possible without a job offer or family relations to score 80.

Ielts 7.5 R7 w6.5 s6.
Fswp score is 66 can I apply for sinp non express entry?
If so do I need to be certified first in order to having nomination.
What is the process of getring that?

Read above written posts. You will get the answer.
Check your eligiblity first for SINP. Are u getting 60/100? Then go ahead.

You can apply for SINP in NOC 1112 - Financial and investment analysts, but you have to show at least 1 year On job Training. This NOC also is in NSNP Demand list and NSNP Demand EE category B is suitable (without Job offer.)
You can also apply for NSNP in 1311 - Accounting technicians and bookkeepers, and 6235 - Financial sales representatives
