NO. He cant submit for the October 26, 2017 batch again (the batch that received 1000 applications between 26-27 October, 2017)

SINP procedure is clearly different from OINP program.

He may have to wait for the SINP to open again at a future date. Meanwhile, let him upload all relevant and necessary documents (in PDF) in advance on OASIS whilst he wait and vigilant for the program to re-open.

Thanks man for the detailed reply. Want to ask couple of quick questions relating to this uploading:
- Bank statements can also be uploaded or they need latest ones? Suppose they open after 2 or 3 months. So will they accept 3 months old bank statement?
- My friend doesn't have Birth Certificate. It was not made at all. What eh needs to do in this case. Will an affidavit stating the same works out stating the reasons and explain the same in an LOE?
