I would advise you to pay attention to Saskatchewan Express Entry PNP, because it has high cap (1000 applications!) and no job offer is required. The program is not yet open, but the application guide is ready:

There is a list of NOCs they accept, mostly either engineering jobs or skilled trades. You need to provide proof of funds as 3-month bank statements, so if you think of applying and don't have your POF yet, prepare it fast because the program could open soon. You need to score 60 out of 100 on their own score matrix, which is described in the guide.

They have an online interface where you upload scans of all the forms and documents (currently the interface is working, but there is no EE program in it yet, only the old PNP which requires a job offer). So you do not need to send any paper documents, just translate, scan and have them ready for upload when the program opens. Due to this online process, the cap will probably fill quite quickly, so watch that website regularly for opening date announcement.

If you don't mind spending the next 3 years somewhere where it is really cold (and I mean really really cold), watch out for this PNP. Apart from Nova Scotia (cap already filled) it's currently the only EE PNP which is known to not require a job offer.
 
SINP-EE really sucks for people who left their home and come to work in SK. It granted 20 points (of 100) for people who have relatives in Sask, while only 5 each for those have worked or studied in SK. Not even having an active job in SK gets you extra points on top of that.

What is your genuine source to say that NS cap is already filled ??? your intuition ???
 
And btw, this year in South Saskatchewan is not so cold :D It's 17C high today in Regina LOL

Not sure why Software Engineer profession is regulated. Does anyone have infor on how to obtain license or certification for this profession.

Engineers are all regulated by APEGS

btw, I don't think SINP-EE is opened yet

for those with no job offers

That 500 seats were filled probably the first hour of 2015...

This thread is talking about EE stream, and it's not started yet (see 1000 of 1000 seats available)
 
The SINP is still accepting applications to the International Skilled Worker Category – Employment Offer Sub-Category. However, the intake threshold for International Skilled Worker – Occupations In-Demand Sub-Category has been reached for 2015. For information on finding work in Saskatchewan, visit Finding Work.

The International Skilled Worker – Saskatchewan Express Entry Sub-Category has not opened yet. The SINP will begin accepting applications to this category in 2015. The date that the sub-category will be opened will be announced at International Skilled Worker – Saskatchewan Express Entry Sub-Category.
