hi im in quite a difficult situation where i need to get my marriage certificate as soon as possible and my hubby's visa in usa is expiring soon so does that help qualify as a reason for the proof of urgency cause based on that he has to also book me a spousal visa too and 8-12 weeks is super long for a certificate to come. As well, do we need to pay a fee to expedite the marriage certificate? please advise.
