Wow the Lawyer is quoting a fee of $6000 + dollars (plus taxes and immigration fees) :( way too expensive for me - so looks like the only Route is Argentina...Can you guys tell me how to proceed?

Have him apply for a tourist visa again yet. If you don't want to do that, then get married in Argentina.

No. Have him apply as a legitimate visitor. You should convince them that he will leave Canada after his authorized stay and that he will only visit and not 'live' in Canada just yet.

I am going to see him in December - if I show my plane tickets and prepaid hotels - will this convince them he will leave before dec?

They are talking about having him come and visit you in Canada (where you are allowed to marry), and that he will leave Canada at the end of his visit. You will need to find out whether visitors from his country will need a visa:

I don't know whether a letter of invitation is still required. Most times, return tickets will not be enough to convince them that he will return to his home country at the end of the visit. He needs to show strong ties to his home country. For example, a job to go back to, etc. He also needs to show that he has sufficient funds for his visit.
