Salaried consultant job offer?

I have been discussing a consultant position with a recruiter. Stats are that it's a full time, salaried, benefits position for a 2-year period, with probably extension. The company would need to get an LMIA, but would the specifics of the job count as a valid offer for EE?

There are a lot of fraudsters preying on the desperate people who want to come to Canada. I don't know who you are, but nobody can be warned often enough.

I get it completely. I am aware and in this case, it is a legitimate company, hired by the employer.
