You can, but you may not be able to use it to board an airplane. As a permanent resident, you have the right to enter Canada. That does not mean that the airlines (or buses, or boats) have the legal right to take you there. They are required to get proof of status, depending on your country of origin, and the CoPR is not proof of status.
The easiest thing to do is to have your relative ship it to you. Because it's a document (and not a good), customs gets to be pretty easy. I'd personally use Canada Post, if an option, then Fedex.
Alternatively, you can always drive up and pick it up in person. Alternatively, you can try to fly - they don't require an ETA at the moment. You wouldn't be coming as a PR, and it technically violates the rules, but nobody seems to have been punished for it yet.
Alternatively, your relative can come down to the states and give it to you, or you could meet at the border if you live near some place like Peace Arch.
