Sad refusal visitor visa

I am a Canadian citizen, with my husband and kids. and my brother resident in Nigeria applied to visit me. I supplied the invitation letter, and my citizenship and proof of relationship. On his part he supplied proof of funds, proof of job, sufficient money for his visit. But of course he is single and my father and siblings are still in Nigeria with him. He was refused because they aren't sure he will return to his home country.
Does that mean he can never come to Canada until he marries and have children. What sort of ties to home country can he proof. He has a very good job that pays him in 6 figures monthly, he has landed properties, he has shares in stock markets, and my whole family still reside in Nigeria apart from my late mum. So what kind of ties does he need to proof?

How long a trip did he request?

What was the list of evidence he provided to show proof of employment and property ownership?

How much did he show in funds?

Thanks. He indicated 4weeks as length of stay and provided his leave letter from his work place as well.
He provided a letter from his HR department about his job confirmation in the institution.
He provided his employment letter
His pay slip as well.
In total funds in his account was 10000Cad.
Even though he quoted his property worth but he didn't attach a proof.
But the refusal stated not sufficient ties and how unsure of his return back to his country.
Could it be because he has been refused US visa as well. That was part of the question to answer in the form under travel history
