Do people usually get interview before or after SA? What stage comes first normally? SA or interview?

Depending on what kind of interview you're having. It could be a relationship interview which not everyone has to do and there is landing interview that everyone has to do.

Relationship interviews are usually done after sponsor approval while moving in coordination with eligibility review of the primary applicant.

But the visa officer can do it before as well. I’ve seen it done both ways.
