My dad (PR status) has requested a travel document and received a letter of non-compliancy (for less than 2 years out of last 5 years). He was offered to appeal the decision and he has not filed an appeal and his 60 days window for appeal has already passed. On the other hand he received a RX-1 visa which is still valid. Now my question is whether he can use this still valid RX-1 visa to come here and visit my family?

The RX-1 visa is intended only to allow you to return to Canada to appeal. Time in Canada while on that visa does not count for residency obligation time.

Thank you. Does that mean my father can come to appeal while his RX-1 visa is valid? My concern is that whether he is allowed entry in airport (his RX-1 visa is valid but he has not appealed yet).

His RX1 would have been cancelled after 60 days and process to withdraw PR started. You should be looking at TRV, supervisa or ETA.
