I am a Canadian citizen living in the province of Quebec married to a Russian citizen still living in Russia... We are in the process of applying for sponsorship... We married in Dominican Republic in February and still waiting for our wedding certificate... When we got married she had her maiden name... When she will receive our wedding certificate she will apply for a name change (my surname) in ZAGS in Russia... (common in Russia)
I have been trying to do some research about if my wife change her surname for mine will Quebec reconize it cause I know the law in Quebec says that you can't have the surname of your husband and even if you got married abroad...
I did a few calls... I called CIC they say they will use the name written on her traveilling passport which is fine cause it will be mine... but this is for Canada where there is no law like in Quebec... I called immigration Quebec they say they will use the name on her PR card so again probably my surname but about the law saying that you can't have your husband surname even if married abroad they don't have this information so I should deal and ask Directeur de l'étal civil who take care of name change and that law... So I called them 3 times cause it was never clear, the best person I talked ask me if it will be a official name change or just the right to use my name like they used to do in Quebec before 1981... So I told her I think it will be official cause her name on her civil passport and travelling passport will be mine... She asked if her birth certificate would change... normally they don't change the name on the birth certificate in Russia but my wife asked ZAGS and they said it was possible... So finally the girl from Directeur de l'étal civil could not confirm me if once my wife will be here in Quebec if they will approved my surname because she is not familiar with the paper work in Russia and depending of the documents they will provide for the name change the Directeur de l'état civil will decide later when she is here if she will be stuck with her maiden name or my surname
So my question is there anyone who sponsored a Russian citizen that perfom a name change after marriage and is now living in Quebec... did she was force to use her maiden name or the husband surname worked ?
P.S my wife is trying her best to get the most information possible with her country... I would appreciate also if someone has good knowledge about this process in Russia
