Rule change and existing applications

Does anyone know about what will happen to all the existing applications (in various stages now) of many of us with the changed rules? The cic website is not quoting anything with regards to the already submitted applications. Any thoughts?

"All applications subject to ministerial instructions (everything received since February 27, 2008) will be considered for processing in the order they are received."
"All federal skilled worker applications received before February 27, 2008 fall into the backlog, and will be processed concurrently with the applications received since that date (and that are subject to instructions)."

paano yung magpapasa pa lng ng initial application tapos wala na sa 29 jobs yung financial managers.pwede pa b ipasa yung application kahit wala na sa bagong noc list?pls help...
