Hi everyone.

This is a trigger according to CIC:

"the client’s passport shows recent entry stamp to Canada or an exit stamp from another country"


So if we go by the above, anyone who made an entry into Canada after applying for citizenship will be at risk of RQ. It doesnt matter if you went out side Canada for 2 days or 1 year. Its all the same since Canada does not record departures.

So better not to travel at all even after applying for citizenship if you wanna avoid RQ. Any thoughts folks???

I know at least 10 people who traveled before and after applying including my relatives and got their citizenship without RQ. This make the above statement false.

However this is a statement mentioned in the official CIC manual which is current and released.

Wonder how would it be false then.....

I would say those 10 people are very lucky.

CP - 5 Residence - June 11, 2010.

It's likely been updated and its procedures are obsolete now to a degree we don't know.

Even pre-test RQ policies have already been changed since OB 407 introduction in May, 2012, which is evident by a significant drop in RQ rates since November, 2012.

Take this CP5 as a general guidance to residency assessment, not as a current policies proof.

Well this is the bible for the CIC officers to determine residency proof. So I wouldn't take this with a grain of salt.

Do you have the link to OB 407? What different does it say

CIC dropped updating this manuals updates page I know more than a year ago: http://www.cic.gc.ca/english/resources/manuals/updates.asp

Most important bulletins are not even public, infamous OB 407 is an example. Why would Harper's CIC give out its secrets easily?

Certainly, policy of giving out RQ's for trying to postpone test or oath dates are not in this CP 5.

It is not a secret and it is indeed made public under manuals.

How do you know if they dropped updating manuals a year ago? Obviously when there is no changes to the manual, why would it be updated and released.

As far as giving out RQs for postponing test or oath dates are concerned, well I cant say much about it. It raises suspicion which may not be true at all and they would only want to verify the suspicion and end up giving an RQ since it is the formal way of assessing the raised suspicion.

Last update on this page (http://www.cic.gc.ca/english/resources/manuals/updates.asp) is from July 2012, but CP 4, for example, was updated in 2013. They update whatever they want on this website without any accountability.

Somebody requested supposedly non-existing operating manuals (either with missing numbers or with "reserved for future use" remarks) through ATIP from this manuals list (http://www.cic.gc.ca/english/resources/manuals/index.asp) and got 954 pages in response:

They don't have to publish or update anything, especially sensitive manuals/OB related to RQ/residence assessment. OB 407 was discovered by chance through someone's ATIP request.

It's hard to believe that these RQ/residency policies have not been updated in more than 3 years, especially since hyper-active Kenney has started a mess with a war and fraud and avalanche of RQ's.

The point I wanted to make is not to take CP 5 literally, though it's still likely serves as a starting point, the policies in it also likely have been updated with new OB's, memo's and instructions.

And this is in connections with a discussed indicator -- "the client's passport shows recent entry stamp to Canada or an exit stamp from another country" or travels to the US, which I think is given less attention lately, and most likely, is not an RQ trigger at all.

So you are saying travels to states and abroad after applying for citizenship wont likely trigger RQ. Perhaps

Well there are things out there which I am sure we dont know and we wont know.

We don't know what we don't know and we know what we don't know.

Given we know what we know, I am sure there are things which we don't know we know.

So all we can do is eat, pray and check e-case in the hopes of no RQ..... ::) ::) ::) ::) ::)

Well well well, a recent entry just before the application would have to be listed in the residence questionnaire regardless.

Its entry after and during the application has been submitted or processing.
