I really need help or suggestions for my situation.

Before I came to Canada my sister and her husband got the USA citizenship. She applied for me as a relative immigrant for USA. Actually she did not ask me before she applied but because the waiting list is about 12 years so I didn’t care.

After that she returned to my home country with her husband. Some personal problems happened between me and her husband. Then she hasn’t talked to me since that.

I immigrated to Canada one year later. I applied for the citizenship in 2011. I got RQ
The problem is in the question number 6
Are you in the process of applying for permanent residence or citizenship status in another country?
Actually I don’t know.
I don’t know if she cancel or didn’t cancel the application after that problem with her husband.
I called USCIS they told me you can’t check the status of the application. Your sister only has the authority to check the application status.
They told me also even if we have the application you can’t cancel the application your sister only has the authority to cancel the application. They told me if there is an application and you don’t want it: when they ask you for documents or interview don’t submit any documents or don’t go to the interview by this action the application will be cancelled but until they ask you to do this your sister only can cancel the application.

I tried to contact my sister but she refused even to talk with me.

My question now should I answer yes or no?
For your information
1- When she applied for me I didn’t know( she didn’t ask me , I didn’t submit any forms or documents and I didn’t even signed any paper.
2- I can’t check the status of the application
3- I can’t cancel the application
4- My sister has the authority to do anything with the file she can cancel it now or after years (at any time of processing )
5- Because she left USA should the file be canceled or not?

I haven’t been in US before and I don’t want to go to US . Canada is my country. If I can cancel this application ( if it is not already canceled ) definitely I will do it ( cancel it without any hesitation )
I want to be honest
I can’t say yes because I don’t know if my sister cancel the application or not (and she has the authority to cancel it at any time and I can’t cancel it and I didn’t applied also and I don’t want to go to us)
Also I can’t say no because I don’t know if my sister cancel the application or not
I really want your help friends

For you, answer to question 6 will be NO. You are not in process of applying for PR in any other country. The reason is that you did not fill any form or sign anything. Your sister applied for sponsorship and it is very long process, may be 10-12 years before you'd fill and sign US immigrant visa forms.

Thank you very much for your help..
But I remember after she applied by 2 months ( befor she return back home ) she told me that we recive a letter on our address from USCIS mention that they recived the application and accepted it and now the application is in process ( average 12 years). Aslo she recived the letter not me.

I will write NO as you advised me (my all my concern is i want to be honest)

The letter your sister received was for acceptance/approval of sponsorship that your sister filed. Now next 12 years (as per current processing time) you will wait for your visa number. Once that is available you'll fill US immigration forms and at that time you can consider that you are in process of applying for PR in another country. Do not worry, you are not doing any misrepresentation. Can you please tell me after how many months your sister received sponsorship approval letter after she filed for sponsorship. And did your sister applied for sponsorship recently.

I remember the letter was received after my sister and her husband got the USA citizenship by 3 months. Actually I don't know exactly when she applied but I assume that she applied after couple weeks of her citizenship. So it took around 2 months from sending the application until she received that letter

You are not misrepresenting you don't even know anything about that application. So the answer is obviously NO. You are not in a process of applying
