Before the test is like a "routine" requirement; probably during security checks in Sydney and prompted by, for example, an application where no employment mentioned (or long gaps), etc.
The RQ after the test, in fact most of the times at test or very soon after), is triggered when during the checks at interview (for instance passport check) something doesnt look right (passport renewed and old one not available, passport lost, visa stamps not correlated with absences declared, visa stamps in other languages).
So I would say if you make it to the test without RQ and there present the original documents proving exactly what is in application, there is no reason for RQ and you good for oath in couple of weeks.
That will never count. Except those coming with working visa, study visa and later becoming PR, everybody has an "unemployment" period right after landing.
