asd, you should receive full instruction about paying the Right of Permanent Residence Fee in the email from Visa Office, after the Visa Office receive your medical exam results. I think that the payment method could vary from one Visa Office to another, in my case I can only pay at a specific Bank.
If you didn't receive yet the email from the Visa Office requesting your passports for visa, you could check your Visa Office website at the cic.gc.ca/english/information/offices/missions.asp . On the Visa Office website you should find a webpage with details about payment procedure.

i do not believe Western union is a bank or does bank transfer. Western Union transfers between their offices and the person goes and picks it up from there. in CIC case i doubt they will go and collect your fees from some Western union office. As has been pointed out , instructions vary for CIC office and it depends on what you have been advised. in my case i was asked to provide a bank draft.

If you send a bank demand draft then whatever is specified on the draft is what CIC will get and there is no need to include more than specified. The only time i have had to include a bit more than asked is when dealing with Telegraphic transfers as the bank i send it to has a service fee which is deducted from the amount transfered. However, I have no idea if TTs are permitted with CIC and i am certain that if TTs were allowed, CIC would have included the deduction that the bank makes for this service into what you need to pay
