Sounds like the agent is not aware of the existence of the "incomplete" version.
I suggest them to make it correct and clear to avoid questions like mine.

I believe that the instructions that you received should have read as the following:

Passport(s)
You are exempted from obtaining a visa to visit Canada under Regulation 190 of the Immigration and Refugee Protection Act;
therefore you do not need to submit original passports to finalize your application.
However, you and all your accompanying family members are still required to hold a valid passport.
Please send a copy of the following pages ONLY, for each family member's passport:

- The page(s) containing the holder's name and photo

- All pages that show a change of name

- All pages that show an extension of validity”

It is clearly stated that you must submit a copy of the above listed pages for all accompanying family members.

Yes, my letter mentioned that I'm visa exempt, so I just scanned my photo page and emailed that.
 
As you can see from my timeline I am still waiting for my CoPR...my RPRF request letter said the following:

"Passport(s)
You are exempted from obtaining a visa to visit Canada under Regulation 190 of the Immigration and Refugee Protection Act; therefore you do not need to submit original passports to finalize your application."

Thus, I did not send any scans to CIC...I just paid my RPRF and emailed the receipt...I wonder if I should scan my passport pages too?

Oh, you got same instructions as mine.
I emailed scanned images on Mar 24 since it says "you do not need to submit original passports" .
Still no CoPR for me though.

You got the same letter as me.

I was little confused about sending copy of PP or not.

But i didn't coz it didn't say anything about sending PP scan.

I only sent RPRF scan.

Any updates?

I didn't originally, but I started getting a little worried so I emailed a scan of my passport on April 29th.

They replied later that evening with this:

"Your application is currently in queue to be finalized. Please note that we are unable to estimate the remaining processing time required for your application. If you have included a prepaid Xpresspost return envelope, your passport will be returned using this envelope. If you did not provide a prepaid Xpresspost return envelope, your passport has been returned to you by regular mail."

CoPR issued: April 29, 2013
CIC envelope postmarked: May 2, 2013
Received envelope: May 10, 2013 (in Vancouver)
Landed (via flagpoling): May 11, 2013

Oh and by the way...if you look at the date I emailed a scan of my passport and the date they issued me my CoPR...they are the same. So I would suggest anyone who is visa-exempt should email a scan of their passport regardless of whether it is explicitly requested!! 8)
