RPRF before background check concluded?

The question says it all. I got a request for RPRF, but I haven't yet sent in my FBI clearance. Is this common? I'm already in Canada on a study permit -- did they check with the FBI then?

I also got RPRF in IP1. U should check ur rprf request letter. If it says ur eligibilty and admissibilty are in process, then it means ur backround check is not completed. You still hv to sent fbi report.
