No. They chose not to comply with the RO for personal reasons. There are no H&C grounds.

Yaa they both are not meeting RO but I just hope they are allowed to enter in Canada.

They will be allowed to enter. The question is if they get reported also. If they don't get reported, then they can keep their PR status and stay in Canada to get back into compliance. If they do get reported, then they will likely lose PR and have to leave Canada.

Please tell me what is DM?
My parents able to come without hassles as they were not reported and already went back to home country for some emergency reasons.
Now as they were not able to stay, do you know what should be the next step? Should we revoke PR card officially and apply visitor visa for them or we should apply for travel document and then it will be automatically revoked?
