Riyadh VO- email subject “Recall msg” after refusal email.

Salam everyone. My sis in law applied for Canadian visit visa in Saudi Arabia Riyadh. I sent her invitation letter. Today it got refused after 3 weeks. Status also says refused. She got an email from Ryadh visa office that it got refused. Then same letter from migration officer that it’s refused. Then same visa officer sent email with subject “Recall: Decision letter.” What does it mean? I am attaching the screenshot of email.

Vxxxxxxxxx -RYADH -IM would like to recall the message, "Application Decision Letter".

This the last email she received after receiving same refusal letter in 2 emails. One from visa office Riyadh and second from same person who sent this email who seems migration/ visa officer. What could it mean?
