Risky? Outland app + sending passport to Manila while visiting in Canada.

Scenario:

My Japanese common-law partner is visiting me in Vancouver, BC, while her visa app is still in process.
CIC requests her to send her passport to the processing center in Manila while she is in Canada.

Question:

She obviously would be stuck in Canada without a passport, so I'm guessing because this is her main piece of ID, it's dangerous?
However, she still has expired and still valid Canadian ID cards from previous work visas in the past 3 years like her:

• British Columbia ID card which has a picture on it (Valid until 2016).
• Social Insurance Number card (expired 2011)
• Care Card (expired 2011)

As a Japanese citizen, she is visa-exempt and will not have to send her passport anywhere. Make sure she changes her address on ECAS to the Canadian one so that the COPR goes straight there.
