Dear Friends,

Kindly suggest on below from personal experiences and based on any case studies.

I am in dilemma to submit my PR application regards to PCC. I lived in US, India and now in Canada. One thing I know we no need to submit Canads PCC at all with PR application being in Canada now unlesd VO asks exclusively.

Coming to US and India, am I needed to submit both PCCs with PR application? Or can I submit them later with a file#? Which is safe? If I submit later; I get seniority. Because I save 2 months of waiting time on PCCs.
I want to go through a lawyer. I do not wish to see my PR application rejected due to lack of PCCs at first place.

FYI.....
I heard from several sources, now CIC is accepting 10th class marks list as birth certificate who borned in or after 1987. They are not accepting India embassy given 'certificate of birth'. I think this is applicable based country standards. Its good that CIC is honouring others standards.

Just like you, I am also required to submit an FBI background check (PCC), because of my time spent in the States. Let me put it to you this way...I have done a few FBI background checks and they normally take at least 2 months, but more recently, around 3 to 4 months. If you were to wait until they move further on your application, then apply for PCCs, it would simply be to your own detriment, since you would be delaying the process. In addition to PCCs you submit, CIC will run security checks on its own, through RCMP and other respective agencies.

I'm including PCCs from my country (translated) and the FBI background check with the application, so as to move through the process quicker. Whether you are actually required to do so, I'm not entirely certain and dont want to interpret the guide wrong. Maybe seniors could provide more input on this.

In general, your best option is to ensure that you submit a complete application. Everything you submit separately runs two risks: (1) that it will be lost by CIC; (2) that it will arrive at CIC after an officer reviews your file.

In either case, it will actually slow down your application by more than the amount of time you gained by submitting it prematurely. There is also the risk that if your application is not complete it may be rejected.

Some people do this and find a benefit. Others do the same thing and find out several months later that their application is returned because it is not complete, which sets them back even further. No one can give you a definitive answer here because it very much depends upon factors that are outside your control.

I agree with computergeek reply as waiting for sometime and send all in one package along with US and India PCC. In my case, I will get both PCCs by end of Feb-2013. It means, I can only send my application in mid March-2013 under 1 year experience CEC category.

My worry is if I send it in March or April this year, would the given 10,000 applications cap for 2013 year filled by then world wide with 1 yr Canada experience in last 3 years? Can any of you kindly suggest, it would be OK if I send my application in Mar/Apr ? I do not know the histroy of this applcants count. Because, there are so many people anxiously waiting to apply for PR under CEC.

I think you should go ahead and get all docs in order and apply in March / April 2013. The changes have set in only today. It will take sometime for new applicants to follow and digest the changes. So Mar / Apr is very much realistic for you.

Moreover looking at the historical trend, CEC quota has always been under subscribed (annually) over the past years. And it hitting 10,000 mark is highly improbable until the 4th quarter of 2013 or even the year end.
