Perhaps a dumb question, but just would like to have confirmation:

Does a permanent resident of Canada have the rights to start a business or being self-employed in Canada (in all provinces)??

Yes absolutely, you have most of the rights of a citizen except for voting.

I set up my first corporation about 5 months after landing in Ontario.

Yes, as a permanent resident, you absolutely have the right to start a business or be self-employed anywhere in Canada.
